The National Institute of Open Schooling has a pivotal role to play in the promotion and development of Open Schooling in the country. In a diverse country like India, it is not possible for the NOS alone to cater to the regional requirements. The NIOS has therefore evolved alternate models of State Open Schools and State Centres for Open Schooling. The NIOS has also been providing professional and technical support to States in order to set up and develop State Open Schools, particularly with regional medium.

In order to systematise the interaction between the NIOS and the State Open Schools and other agencies, it was considered appropriate to establish a forum under the NIOS in the form of a Consortium.

The National Consortium for Open Schooling (NCOS) was therefore launched in September, 1997, with a view to facilitate better co-operation, collaboration and expansion of activities in the Open Learning System..

The major objectives of NCOS are:

Sharing of resources, expertise and experiences.

Professional, technical and academic support in setting up of the SOSs/SCOS.

Designing need specific curriculum, developing/translating self-instructional material in the local medium.

Human resource development.

Development of prototype materials and other pedagogical inputs.

Pace setting and maintenance of database on OLS.

Organizing national and international conferences/seminars on Open Schooling.

Research and Development.

State Open Schools have been set up in Haryana, Madhya Pradesh, Punjab, Tamil Nadu, West Bengal, Karnataka, Kerala and Jammu & Kashmir with NOS collaboration and assistance. Other States like Andhra Pradesh and Rajasthan have set up their own State Open Schools. State Centres for Open Schooling has been established at Himachal Pradesh.

Exploratory meetings for setting up of Open Schooling have been held in the States of Orissa, Maharashtra, and Uttar Pradesh. Apart from this, advocacy programmes for promotion of Open Schooling are held from time to time in which all State Open Schools and participants from other states are invited to work out the strategy for strengthening the Open Schooling System in India.

Positive response have been received from Maharashtra, Uttar Pradesh, Orissa and Chhattisgarh who have showed their willingness to set up State Open Schools. NIOS is to expedite the process with these states.

During the Tenth Five Year Plan Period, more State Open Schools/State Centres are expected to come up. These schools may offer Secondary, Senior Secondary, Vocational and Basic Education Programmes as per the needs of each state thereby making attempts to cater to regional variations.
